As a People/Culture team we have just seen External Workforce Management added to our portfolio. Does anyone have good guidance on operating model for EWM management, both HR and Business led?

By external do you mean Agency workers/labour hire? We also have these and it's very hard to retain them so I'm hoping there are some answers here.

I don't, but I think this is an amazing thing to do.  Just starting with keeping connected to your Alumni would be a step beyond what most companies do.

make sure that you are clear on what lands with you rather than other functions usually there is some overlap ie procurement  Ops will all touch on EWM  .  

Its worth mapping  out the front to back contractor process  from forecasting  through to exit procedures. some will be able to run through your standard HR processes some  need to be different .  

As a overview  MIT Sloan  and deloittte have done some work on this . they do have a book Workforce Ecosystems (mit.edu),  

But I do think the simplest model to use is the free  SHRM toolkit which leads you through the process and assessing where you are in the development of EWM ecosystem
