Does anyone have resources or benchmarking for appropriate meal expense allowance amounts for 2024 (breakfast/lunch/dinner) for employees travelling on business?

I’ve used https://www.travelperk.com/calculators/per-diem/ , the excel export or desktop version gives you breakdown for breakfast/lunch/dinner and incidentals

For Continental U.S. we use GSA and for Foreign travel, we use Department of State.  You can find a link to both through the Defense Travel Management Office:
