At a very high level, I would be looking for: 

1.  Communication skills - does the candidate have the ability to interact closely with stakeholders and understand their needs / challenges?
2.  Problem solving & creativity - how has the candidate utilized creativity and critical thinking to solve complex problems in the past?  
3.  Technical acumen - does the person have a well-rounded set of technical skills around the tools, architectures, and processes needed for the role?
