Is it feasible that a ChatGPT AI tool could be used to use an existing on-line application system to make applications using data supplied to it? For example, if there is a public service website where citizens make applications for public services; e.g. birth registration. What security issues should I consider if I become aware that such a tool is in place?

One of the elements that's top of mind for me in this question is where we are storing all of the sensitive data we're collecting via AI? If we're using a tool pulled from ChatGPT have we pre-vetted all "worst case scenarios" in the case of a breach?

i think it can be used but public services requires strict adherence to data privacy laws, secure authentication, input validation, and access controls. Implementing audit trails, obtaining user consent, and regular monitoring are essential and difficult.
