International companies: how do you balance employee ability to file ethics complaints anonymously with data privacy law requirements?

We have an 'alert channel' where people in full confidentiality and anonymity can raise a case that will then be investigated. We do give people the chance to share their names and details in case they want to talk about it or be contacted. Confidentiality and discretion are key.

We use a web-based system that allows a reporter to set up their own anonymous login and they are encouraged not to do so from company systems. So, the individual is able to protect their PII completely. See ethicaladvocate.com
