How can we encourage employees to take ownership of their own learning and development? We're open to creative and fun ideas as well as tried and true ones!

Is there any similar to an ICDP (Independent Career Development Program) program in place? I've found that the best way for employees to take full ownership is to offer a program that offsets the cost of training. Training/certifications can be extremely costly. Even if it's a set amount per year (say maybe $2k) anyone can greatly appreciate their employer footing part of if not the entire cost of a bootcamp course, study materials, or an exam. This could encourage folks to take that step towards obtaining independent development if they don't have to worry about the costs associated.

To establish architecture thinking and to improve the overall maturity of our (enterprise) architecture, we set up an "Architecture Apprenticeship Program". 
There is an Gartner article about such a program set up by Lilly, we used a similar approach.
The program is a great success story. Not only improved it the capability of the attendees. 
The program itself is a vehicle to create and foster interest in training.

I would say one fun thing to do is to make a vision board on where you see yourself in 1 to 3 years and/or 3 to 5 years. Address on the board what you need to do to meet your goals. Award yourself when you reach different milestones. Don’t use a template – make it all your own.
