In our company, each SaaS has to run through the process for purchasing software including a due diligence by its architecture and security even if the SaaS is used for free. Each SaaS must be added to the EAM-repository. We use services (also SaaS) that support running the due diligence by providing information such as for example the vulnerability of a SaaS.

1) We require heavy risk and architecture governance reviews prior to procurement.  2) Monitoring/observability for cost and security.  3) We've established governance policies and require application owners (in the business) sign-off on their compliance. ...Still it is hard.
