IT departments tended to fall into two categories: the Departments of No and the Departments of Poor Application Performance. Saying Yes to everything is a trap that under-resourced IT departments can easily fall into in an effort to garner stakeholder satisfaction. As they say, the road to hell is paved with good intentions. 
The trick is to influence supply and demand in the executive committee, ensuring that IT investment proposals are well governed through filters of business case assessment, security and sustainability. Enhance corporate governance by transferring the competencies of assessing what is "a good" IT solution instead of keeping it the arcana of architects and business analysts. In this way, the "No" is transferred where it belongs, in the business function on the line, and the "Maybe" and "This might be a better way" becomes the reputation of the IT department.

An IT Department has a manager or director and the leadership can start from the autoritariam and end up to the lasse faire. In the same opposite you bave the yes and no, then you haven't talk about Department than ehat the manager or director says.

A Department where leader and leadership are a common good, you will never see a binary alignment than an answer evaluted in context.

My advice is to initially say no. This allows you to take the time to analyze the request or situation without rushing. Then, if the reflection shows that it is appropriate, you can confidently say yes. This approach reduces pressure and allows for more informed decisions. Of course, all of this should be done with clear logic and purpose.
