It shows the importance of industry benchmark and exit survey, without which you are not able to tell the difference. With industry benchmark, you will figure out where you are compared to the entire industry, with the absolute number and relative ranking, you can get a sense of whether you are improving among your competitors.
Exit survey will show you the real reasons of voluntary turnover, and more deep-dive information. Comparing the trend of specific reasons that you've put your business efforts on, it can show the return of your efforts. However, without the exit survey, I am not that sure how you put your "business efforts" or should we still call that "effort"?
