Capture the hearts and minds of the influencers within your dev team first, the rest of the organization membership will follow their lead. In order to gain the intrinsic interest of these culture-bearing individuals you need to show them benefits to being a champion of standards (such as less need to refactor a colleague's code in the future). It also helps to equate security/compliance failures in code as pure bugs and defects. That will appeal to their inner perfectionist (more so than their alignment with the intent of SDLC best practices and compliance frameworks).

Community of practice helps and also a governance and best practices lead that sits outside the Agile teams and coach teams to define, standardise and continuously evolve practices and processes.

At a prior company, we had mandatory code reviews, and implemented a workflow system to send changes for code review with findings categorized and tracked.  The data helped us with identifying where we needed coaching and/or training for individuals and teams.  At present, I would be inclined to explore AI solutions that can fill this space.
