What is your advice for Small companies regarding incident/change management tools? We have 10 People and 1 in IT.

I don't have a specific tool to recommend, but I can suggest some ideas that could help drive your decision making: 
1. How many incidents do you have per day
2. How often are the incidents you have similar to previous incidents
3. Is there any distribution of responsibility for some tickets/incidents (I.e., could a ticket go to more than one person)?
4. How fast are you growing? 
5. How many of the requests or incidents you do have are candidates for education or training rather than unique technical problems (I.e., a broken hard drive or a bad software install)? 

Depending on your answers to the above you should be able to make a decision on whether having the tool will create more work or save time/improve productivity. 

My suggestion, should you choose to put in a tool for such a small group, make it something really, really simple. You should be able to install it for everyone in a couple hours and have everyone trained on it in 30 minutes. Then, have the IT person drive additional value from it by including purchasing and change requests so that s/he has a better tracking mechanism than email or memory.

There are several tools incorporated within the systems created for small businesses. Best to always get with your vendors and see how they call help e.g. Proofpoint Small Business Essentials for phishing, training, tracking, response... TrendMicro all in one DLP, incident response, etc. Cloud Security Tools and platforms if you are using AWS, Google, Azure. As others have noted, I recommend that you have someone like CrowdStrike on call if you have an incident beyond your staff's experience or when you just don't have any bandwidth. Small teams have to be mindful of burnout and turnover.
