Seeing who leaders choose when something just needs to get done is a pretty good way. I've used that as a question before when looking at who to invest some development dollars in and have always had good suggestions.

Looking for required competencies in action whilst an individual is in role e.g. proactive approach of applying skills in practice or mentoring others. Utilising leadership assessments to capture development goals and seeing these followed through and closed by the individual which not only supports development, it also demonstrates a growth mindset

Currently we focus on manager (+ other leader) identification. We are working toward a more consistent assessment approach for the future and I am eager to follow the comments here.

We use a 9-block talent assessment to identify potential.  This includes sustained performance level over time (sustained high performance needed to be considered high potential) and assessment against a potential model which includes ability (leadership and cognitive), learning agility, aspiration and commitment.
