Very much agreed, I just wrote an article on this observation of mine a few days ago.
I'd add one point: even if we can fill the middle-layer gap, then they won't become top layer leaders as they go away or move between companies.
There are clear reasons for all these, but I'm not sure companies are ready to face them atm, which will cause further issues in a few years' time.
