When we were a $1billion dollar company of 4,000 employees I had a $40million dollar budget and signing authorization for about 500k per item as a manager

Then we were acquired by a $40 billion dollar company and I could not sign for a box of pens. And you didn’t get signing authorization into you were a Cxx. VP level could sign for office supplies though. It was a strange transition but eventually you learn how to work with it and factor in the delays into your project plans.

Unless you are in a micromanagement scenario, where the decision maker is centralized, each role and profile has decision maker capabilities.
The question is... who is accountable of these decision?

Have clear business requirements up front, make sure the proposal includes items such as scope, timeline, cost, resources.

If you have a full Gartner license, they have a benchmarking tool that maps out to your industry.  It was useful for my needs.
