How are there only two options on this? Shouldn't the framework be more rigorous if human lives are at stake? Regulation for features of self-driving cars should be different than AI computer vision that tells me the rice is almost empty at my favorite burrito joint.

It will be a bit of both. However, most of the regulatory framework is already in place. Much of the mischief is criminal activity that AI makes more effective at scale. The rest is just mischief, like disinformation. I believe that enforcement by government and business will be a bigger challenge than regulation. The Twitter file scandal revealed collusion between government and industry to censor political opposition speech. That goes to show the institutional AI developed to counter AI mischief can be put to ill use as well. Let the adversarial AI battles begin!

As a state environmental agency, we regularly receive large volumes of comments from surveys, rule proposals, etc. We have had some success leveraging OpenAI APIs to analyze some groups of comments, however this requires someone with some level of technical expertise and can be rather labor-intensive job, particularly the effort to accurately characterize and make sense of the input in ways that can guide grounded and defensible actions, policy and official responses. Is anyone aware of a tool or perhaps can recommend a vendor with experience in this area? One anticipated deliverable is a general tool a business user may access into which any large file(s) of comment text may be loaded, that can effectively answer a wide range of questions about that set of comments. Other tools to be considered include those that can streamline the production of formal responses for publication and role-playing tools to anticipate comments ahead of proposals.
