That is a very broad question and really depends on many different factors, such as - What is the nature of the industry the IT team is supporting; What is the delivery strategy for solutions e.g. primarily SaaS based solutions versus building customer solutions; How diverse is the IT landscape expected to be etc.  To provide a general answer, I would say that it is often "better" to follow a team centred approach for delivery.
