If budget were no issue, I'd hire experts as they will have knowledge beyond the purely technical training - such as common pitfalls and implementation tips and tricks.

I see the voting is about 50-50 with respect to training existing employees versus hiring outside experts.  I chose training existing employees because I value the (potentially) years of experience that these employees have in the company and much of GenAI is about prompt engineering and someone knowledgeable in the company can, in my opinion, create more efficient prompts and will know when GenAI creates nonsensical answers.
