As a manager, you want your employees to remain for 4 plus years.  It takes 6 months for them to get up to speed, another year to become fully integrated and really, in terms of ROI, years 2-4 are the time you get the best value.  How do you get folks to stay, if it's not pay, create a great culture.  Make the work enjoyable, thank your employees on a regular basis, get to know them as a person.  Another recommendation is to create a culture of mentoring.  Ask your senior engineers to take the junior and entry level engineer under their wing.  Your senior level team "gives back" and it helps team bonding..
