There's a 3rd option - my organization has made it clear that we won't be returning to the office in any meaningful way until there is a plan in place and people can be reasonably assured of safety, but that plan is still in the forming stages and it's unclear as of yet when and how that will happen.

We are a large manufacturing company with over 17,000 associates, about half of whom have company-provided cell phones.
