My easy answer would be either People or Process. However, a change at the policy level would make the most impact in the shortest time. Focusing on three aspects of people, culture and incentives are the best place to start a governance program. This involve educating various stakeholders on what data governance actually means, so empowering employees about it and repeating the message consistency is important part to foster a data responsible culture.I think implementing incentives that encourage compliance with governance policies is also important especially with changing centralized governance models to federated governance, harmonized or even decentralized operating models.
All these aspects can lay a solid foundation for effective governance initiation.

We started with a "value first, governance later" appraoch. Meaning, instead of first setting up the rules and saying we cannot show any value until that is done. We started instead to deliver value (reporting and dashboards that get used by our business) and then said "would it not be sad to lose this value?", let's invest in some governance together and make sure we don't lose it. The business actually beat us to it and came to ask for goverance much faster than we had anticipated since they recognised the risks themselves too (and saw the point of governance now).
