We are in the process of formalizing and modernizing our SDLC framework and related policies and procedures.  I'm curious how far down into configuration and scripting you have aligned development.  For example, a DevOps team doing internal powershell scripting?  Any Dataware house team that does configuration development in Tableau or SQL?

We have all the teams aligned. Operations, support and development.
The framework adapts to the needs of the different teams to address their particular needs and goals.

Generally it's all depends on the person person knowledge - in org there must be few people who are exp on the same and the job always lies to him, doesn't matter he is from which team.

I would say you want to apply development standards to any and all production code - this includes config.  For powershell scripting? Yes it definitely should be at a decent standard and software engineers should be skilled enough to help if that is with a team that normally does sys or cloud admin.
