In a typical call center deal, who generally bears call center outbound call charges? Is it the client or the call center? What is the normal standard negotiation term? Call center bears this cost normally? Because we got only agent cost and not outbound call telephony charges as part of the proposal?

It is whatever it is in the contract. By default it would be the call center. There's no normal. It just needs to be agreed upon and put in the contract. It sounds like you are the call center.
