I find that if we have shared objectives (ie around rolling out undated security features) which gives the teams the opportunity to get to know each other that really helps.  If they are in the same location, I'd get them together to share their objectives and how they can help each other.  If they are not, do this at least (even if virtually) with the leaders and encourage this from the top down.

When we start using risk (detailing the potential impact) as a common language, we can move forward more easily.
On the other hand, it is effective to get senior management support with clear and instant visibility.

Our Infosec team run the vulnerability management program and their tools generate tickets to the IT Ops team for patching.  The teams sit in proximity to each other so they can review and discuss the tickets and their priority for applying the needed patches.
