A compelling objective; curious to learn from others. My experience, though relatively recent due to the recent budget focus on this topic, emphasises the importance of understanding the organisation's model, culture, and cloud maturity. Starting tactically and showcasing successes is crucial to move forward. I've implemented targeted spending reports, initiated cost-focused working groups, and integrated cost checklists into early decision-making, with varying success in promoting a proactive approach. 
For larger organisations, i'm collecting feedbacks that relying solely on a centralised FinOps team is not enough to scale but it serves as a catalyst to boost a cost-aware culture.

Below an approach that I used to help save some costs. 

Step 1: Cloud Audit: Assess your cloud services, consumption, and expenses. 

Step 2: Cost Alerts and Monitoring  Set up real-time monitoring. Set budget threshold alerts with cloud cost management.

Step 3: Implement governance and policies and set cloud use restrictions. Establish cloud best practices and rules. Communicate these to all teams and departments.

Step 4: Choose Reserved Instances Over On-Demand: You might need to change your cloud instance buying approach. If your workload is predictable, use reserved instances over on-demand instances for lower prices.

Step 5: Rightsize resources and optimize cloud instance sizes. Deploy cloud management tools to examine instance performance data and shrink without impacting performance.

Step 6: Automate shutdown and cleanup Set up automation programs to shut down idle instances and clear up orphaned resources.

Step 7: Monitor and Adjust Action: Review cloud costs often.
Maintain quarterly cloud cost and usage reviews. Use these evaluations to adjust your approach.

Step 8: Teach your staff how to save money. Workshops or training could offer staff the knowledge on cloud cost management best practices.

Step 9: Assess Third-Party Tools - if cloud charges are still difficult to control, try a third-party platform with greater analytics and automation.

Step 10: Measure and Celebrate Success: Evaluate your cost-cutting methods.
Use KPIs to track cost-saving progress and celebrate victories to inspire the team.

Vital to this strategy is the appointment of a dedicated budget governance role responsible for vigilantly monitoring cloud expenditure and operations. Under the stewardship of a Cloud Center of Excellence (COE), every cloud server provisioning is subjected to rigorous scrutiny, reinforcing fiscal responsibility and resource efficiency, while ensuring strategic alignment. This approach enables organizations to harness cloud technologies while upholding financial discipline and operational excellence.

On the flip side if an organization has already let the genie out of the bag without any of this rigor or guidance, an uphill battle shall ensue.
