At a previous company, I had experience leading the global learning & development program for Sourcing. We called it Procurement Mastery and the training included:
- training on 15 skills (ex: policy & stewardship, benchmarking, linking + leveraging, economic analysis, sourcing strategy, etc.)
- fundamental, advanced, and expert level qualifications
- eLearning, in-person, and virtual/live training available

Advice would be to start with a framework, build out the training for each skill, and then start with in-person & virtual training. eLearning became necessary however was a ton of work to build out.
