How can we prevent or control massive data downloads from an Oracle Database? Authorized users may access to the corporate database and download data, but we want to monitor or detect when massive data is being downloaded, to prevent data loss or a wrongful use of it.

Search in Oracle support or Google. What comes to mind is putting a timeout for session connectivity duration in Oracle. Make it like 60 seconds for non dialogue sessions. This admins who connect through a console don't have a limit, but anyone else who uses a service account can only get something done during 60 seconds and session is dropped. Another option you have is to put something like a load balancer in front of the Oracle database. To monitor what is happening, perhaps doing a port span for all network switch ports where Oracle instances are connected to something like SolarWinds will get you what you need. A database activity management (DAM) system may address the issue. Alternatively, it could be possible to throttle throughput from certain sources (such as any requests other than the production application).
