Our Architects track time using our project timesheet tracker. This is currently Project Online (Microsoft).

In my view, EA should be largely allocating their time to Plan.  I would say 70% plan 20% build 10% run with the build and run work being more governance related.  Solution Architecture would probably be 20% plan 70% build 10% run  as general guidance.

The organizations I have been involved with that tracked EA time did so in the project management tool.  But I have not seen that really be effective anywhere.

We have a job system (project codes and process codes) that engages the architects mainly on their process "enterprise architecture" and every project in the portfolio has an architect assignment 20% during the lifecycle of the project to provide support and compliance.
The percentages fluctuate with the portfolio mix of stages. As Michael Fulton wrote, at times it is 70% plan and advise and 20% build and then run, but a major technical project might have 80% of the time focused on the complex build, supporting the development teams.
