I’d argue it has boosted productivity through speed to implement solutions. Has it contributed to economic resilience against recession? I don’t believe it has. Done badly it has the potentially to damage you more due to costs in the cloud quickly spiralling out of control.

Cloud adoption will surely increase production, as well as agility towards delivering. But it won't be a saving tool, since it is in nature not to be.

I'll echo that it's not a savings tool inherently, but it does shift the talent away from managing lower level infrastructure. This does reduce their workload allowing them to focus on solving business problems. If you redrew the lines on productivity, and included InfraOps for business deliverables (more strongly that you probably do today), then it is definitely a productivity booster.
