I am wondering if together we can write down some guideline for those who wanna add it in the budget.

Addressing technical debt is about knowing your enterprise and the tools you currently have to ensure they address the business requirements. So, to address technical debt, you first need to make sure your tools still map to a capability. If they don't, then yes, you put in your budget the need to upgrade or change vendors. It's all about planning and risk management.

We have dedicated a whole team of +/- 25 people. They mostly address the technical debt linked to software infrastructure such as:
- WebServers
- OS
- Databases
- Middleware (BPMS, MQ-Series, etc.)

They are not responsible of INSTALLING these new versions but rather responsible of making sure our applications will run properly.

Also, they have their eyes into application frameworks and librairies. But most of the times, if it's a matter of deprecated framework or library, it will be managed by development teams as it might requires more changes.

With approx. 400 applications, it never stops!
