What I see in global companies is that they weigh in the severance package (if there are any), cost of losing tribal knowledge, and many countries mandate that you do give people 69-90 notice. In my experience that ends up having many people check out and put the company at greater risk. If they have to close down a division or downsize the company to save the company it's about money. It puts the whole at risk delaying. That is why having reporting for example in the USA if laying off more than a 100 is helpful to keep many companies in check of surge hiring only to fire. In interviews always ask about the department and company churn rates, when was the last layoff and why, etc.
