The technical experts lead the effort but costs/economics with the budget trump everything. It is very rare for us to purchase the most expensive option unless the cost differences are not significant

We are probably in the 65% bracket but ROI and budget can have total veto power over a great too choice

This is why even the most technical people still need basic understanding of budgets and financial concepts. Our Finance Department does in-house training on ROI, expense and capital etc once a year and anyone in IT can attend
