While this is a forced rank choice I would say labor availability and extreme weather events are also equally important causes for concern. I chose one as it is a single-choice Q, but please don't do such polls for such topics.There is no such thing as "the biggest risk" for supply chains. There are always a combination of events, just like the "Swiss cheese" model of accident causation used in risk analysis.
Actually many of the listed are intertwined as well.
