Main question always is: what is the purpose of outsourcing?
1. if it is merely cost, then you will likely get very disappointed (as were many companies already)
2. if it is lack of competencies in the organisation that cannot be built up, OR the company doesn't want to build it up, then there is clarity on the requirements which can make the issues listed in the poll here go away to a great extent and with good direction & control setting from the leadership's side for the partner who would do the particular work
For the 2nd point, I'd ask an external resource possessing the relevant competencies that you want to outsource to guide the process (that person must never be anyone from any of the companies who are bidding for the work!).
